We note from the Annual report of the Comptroller and Auditor General a section (SEE HERE Chapter 21) on the plastic bag levy and in particular the revelation that Revenue has had to accept a most significant reduction from their original Assessment.
While not mentioning the retailer by name, it is a matter of record across numerous media outlets over many years that Dunnes were refusing to accept demands from Revenue for taxes due on what Dunnes asserted were incorrectly assessed and that many of the bags they provided to their customers were exempt from the levies.
The astonishing aspect of this is the actual write-down achieved by Dunnes. The Revenue assessment for the period (2004-2008) amounted to €36.6 MILLION but this was reduced to €8.5 million! Dunnes entered into settlement talks and agreed to meet all liabilities by paying €5million. It pays to haggle. Who got better value in the long run?
