Those wishing to sell tobacco products and/or nicotine inhaling products must apply to the Health Service Executive (HSE) for a licence. Retailers already registered to sell tobacco products or selling nicotine inhaling products before 2 February 2026 have six months to apply for a licence.
A separate licence is required for each premises retailing these products. The annual fees are:
- €1,000 for tobacco products
- €800 for nicotine inhaling products
- €1,800 for both tobacco and nicotine inhaling products

The licence is to be renewed annually on the anniversary of the granting of the original licence. The EHS/HSE have advised the Association that they will be providing advance notice to those people renewing their licences.
